The main difference between the National Association and the American Association is that the National Association held its annual conventions in Washington, D.C. and concentrated its efforts on the federal government, while the American Association held its conventions in several cities of the country, concentrating on state governments. The National Association had a centralized and unitary structure opposed to the stricter system of delegates of the American Association.

The association was created over the dispute that the women's movement should defend the Unitedstate's constitution Fifteenth Amendment. Susan B. Anthony and Elizabeth Cady Stanton were its founders who opposed the Amendment until it granted Women's right to vote. Although men were allowed to be its member but the sole authority were in the hands of women.

AWSA was able to influence the government to implement law granting women the right to poll. Soon AWSA became the voice for Women's movement.
