Hello! First, you may want to think of the dystopian society you want to create in your story. Maybe write out a few rules or details about everyday life in your fictional society. Then, create a main character who is relatable so whoever reads it will be able to relate to the character. Make sure your character has weaknesses since nobody is perfect. Then, think of some other characters and an antagonist or multiple antagonists that you would like the main character to interact with. Base your story around these characters and life in society.
