This is because of the constricting effects on the blood vessels of the head region( and the entire body blood vessels);that is these medicines narrow blood vessels (the arteries and capillaries).This is because their mechanisms of action, in an attempt to decongest  the nose,involved  reduction in the diameter of the blood vessels, of so that blood supply is reduced, and this also reduces swelling of the nose,

However, the narrowing of the blood vessels raises the blood pressure because of the vascular resistant to the blood flow, increasing blood pressure.
