Many States were anti-federalists and were strongly opposed the ratification of the US Constitution because they said the Constitution created such a strong central government that it had the power of tyranny and that the Constitution did not have a system that protected the individual rights. This way, Massachusetts and other states made the conditional ratification. They decided to ratify the Constitution under the condition it would be amended soon after so they could create a protection system of individual rights. This happened and the Bill of Rights was created.
