In the 1988 presidential election, Bush launched a successful campaign to succeed Reagan as president, defeating his Democratic opponent, Michael Dukakis. International politics was one of the main pillars during the Bush presidency; military operations were carried out in Panama and in the Persian Gulf while the world was changing; the Berlin Wall fell in 1989 and the Soviet Union dissolved two years later. Internally, Bush failed to fulfill one of his promises, specifically, that of not creating new types of taxes and after a fight with Congress, he signed an increase in taxes that Congress finally approved. In the wake of economic concerns, he lost the 1992 election against Bill Clinton.
