If the political party rules stipulate that delegate candidates must be chosen through a public vote, the following criteria must be met by anyone who wants to be included on the ballot for that election. Only the Republican Party currently selects some of its delegates through popular vote.

Simple math is used to determine how many votes each state receives: each state receives two votes for each of its two US senators, plus one additional vote for each representative it has in the House of Representatives.
