laws by definition is commonly understood as a system of rules that are created and enforced through social or governmental institutions to regulate conduct, therefore it sets a certian standard of the freedom that a person can have. with out laws that freedom goes unchecked and as history shows us, no place can function properly without a couple rules in place. unchecked freedom is just as dangerous as no freedom because without they both damage the stability of a place or region. some people agree that "where there is no law, there is no freedom" because the law allows people to appreciate freedom in the first place.
