In his letter, Cato wanted that the people should be able to represent their grievances and have the right to get them redressed by the people whose duty it is.

Cato in his letter wanted that the government should focus on the right to speech of the people so that they are able to represent the grievances. Along with that these grievances should also be addressed by the officials whose duty it is to address them.

This letter was written in the year 1720 but in the years to follow, there were problems faced by the people who belonged to the community of African American. They were not given the right to speak or to represent their grievances. They were not given liberty as much as given to the community of the whites.
