The Soviet Union enforced the collectivization of its agricultural sector between 1928 - 1940 during the ascendancy of Joseph Stalin. It began during and was a part of the first five - year plan. The policy aimed to consolidate individual landholdings and labour into collective farms: mainly kolkhozy and sovkhozy.
Three effects are:
-Members of both parties share almost equal core beliefs
-Two parties create a new division of issues which helps to clarify and classify issues based on differing ideologies
-Two parties make it easier to run for office
