No, on the contrary, in plea bargaining an agreement is made between the defendant and prosecutor. The defendant pleads guilty to receive a lesser charger and prevent the case from going to court. Sometimes public attorneys use plea bargaining because to take off some of the load of all the cases they have to handle.
