The second question needs you to take the distant the Sun is from Earth and subtract that from the distance from the Sun to Mars.  By subtracting those two, it will tell you how far Mars is from the Earth.  You can change the numbers a little bit to make it easier on you.  Again you want the exponent for both numbers to be the same to make it easier.  When you subtract two number with the exact same exponent, you can just subtract the number and then use that same exponent as part of your answer.

The distance between the Sun and Mars is 23 with 10 zeros after it.  So that is the same as writing 23 x 10¹⁰.  The distance from the Sun to Earth is said to be 1.5 x 10¹¹ but that is a different exponent.  So if you move the decimal on this number one place to the right, it will be 15 x 10¹⁰.  Now you can easily subtract those numbers without worrying about the exponent since they are the same.

23-15 =8  but now you have to put the exponent back on.  So your answer ends up being

8 x 10¹⁰  or 8 with 10 zeros or 80,000,000,000 meters.

"measures to the nearest tenth of a pound" tell us to round each of the weights listed to the nearest tenth (since the unit is already pounds, no conversion is needed). What this means is if the second number to the right of the decimal is 5 or greater, then we add 1 to the first number to the right of the decimal (and replace the second number with a zero). With all this said, it's much easier to show you, rather than to try to explain it. :D

4.35 is rounded up to 4.4 because the second number to the right of the decimal is 5.
