Proxy means that something is done representing something or someone else. If you tell somebody to say hi to someone for you, they are saying hi to that other person in proxy for you.

Answer B talks about sending spies. This has nothing to do with proxy.

Answer C talks about getting more weapons. This doesn't have anything to do with representation.

Answer D talks about engaging in direct military conflicts. If the US and USSR armies were fighting each other, that would not be proxy because there is no one else representing them.

Answer A talks about supporting armies in conflicts around the world. In Korea, the USSR supported North Korea and the US supported South Korea. These two fought kind of on behalf of the USSR and US, so it is basically proxy. North Korea represented the USSR and South Korea represented the US.

In Tinker v. Des Moines, the Supreme Court ruled that the wearing of a black armband in protest of the Vietnam War was not a substantial disruption of the school environment and was therefore protected speech.

It is the first major case to determine the speech rights of students.

In Hazelwood v. Kuhlmeier, the Supreme Court placed a limit on the speech rights of students when it ruled that it was permissible for a school to censor the actions of a school newspaper.

This is important as it provides a limit on the speech rights of students.

At issue in both cases are how the speech is disruptive to the school environment and many cases since then have hinged on the importance of the speech (protest in Tinker v. spreading gossip in Hazelwood) and the manner in which the speech is undertaken.

Are you referring to the arm wrestiling cartoon. This was a very popular political cartoon of the 1950's. One symbol would be the form fitting flags on tthe arm wrestlers. The artist is trying convey that the leaders are fit and want their countries to be active and healthy. The 2nd symbol are the beedy eyes under Reagan's and Gorbechov's TV faces. The artist is trying to convey that there is a shadow government in each country that actually controls their actions.
The 3rd Symbol would be the smiling faces on the screens. The artist is trying to say that the leaders are trying to be friendly even with everything else going on.
