It would be the voluntarism of individual and private charities. Herbert tried to stop workers from getting laid off or getting cut wages during this great depression. His ideal was for the people to rule over themselves through voluntary cooperation.

By establishing such insurance, the beneficiaries would be likely to shop around and spend most of the funds provided, activating the economy virtuous circle.
