In order to help the student expand his/her knowledge I will help answer the question. This in hope that the student will get a piece of knowledge that will help him through his homework or future tests.

The answer to your following question: According to Herbert Hoover, What would best help those devastated by the Great Depression?

It would be the voluntarism of individual and private charities. Herbert tried to stop workers from getting laid off or getting cut wages during this great depression. His ideal was for the people to rule over themselves through voluntary cooperation.

Therefore, Madison’s changes were presented as a list of amendments that would follow Article VII. The House approved 17 amendments. Of these, the Senate approved 12, which were sent to the states for approval in August 1789. Ten amendments were approved (or ratified). Virginia’s legislature was the final state legislature to ratify the amendments, approving them on December 15, 1791.
