Protection of the American colonies--colonies should pay for the debt. 

Grenville believed the money spent to defend the colonies and place military permanently on post, should be paid for by the colonists themselves through taxation. 

Grenville was Lord of the Treasury and later Prime Minister. He believed the colonists should pay for their own expenses which then allowed him to lower taxes on people living in England. Grenville was responsible for the hated Sugar Act and Stamp Act which brought many New Englanders together under the patriot cause.
