Adjacent angles are those angles which are one after another and complementary angles are those angles whose sum is 90 degree.

In the given diagram,

\angle 1 + \angle 2+ \angle 3 = 180

And it is given that, measurement of angle 2 is 90.

Substituting 90 for angle 2, we will get

\angle 1 + 90 + \angle 3= 180

Subtracting 90 degree to both sides

\angle 1 + \angle 3 = 90

Therefore angle 1 and angle 3 are complementary and there are not adjacent too .

So the correct option is the second option .
