Research shows that the certainty of being captured is the main deterrent for criminals, not the severity of the punishment, so that by increasing the certainty of being captured, criminal actions will decrease.

Three interrelated basic principles, as well as two supporting principles, make up the concepts and strategies of CPTED,

Natural surveillance: the placement of physical characteristics, activities and people to maximize visibility.

Natural access management: the placement of corridors, fences, landscaping and lighting to guide visitors to the entrance or exit of a specific area.

Territorial reinforcement: design of the design of an area to distinguish public from private spaces and express ownership.

Maintenance: proper maintenance of landscaping, lighting and other features that allow the continuous use of a space for the intended purpose.

Activity support: includes passive and active efforts to promote the presence of responsible pedestrian users in a given area, which increases legitimate use and discourages criminal acts in an area.

Natural surveillance and access management limit the possibility of crime. Regional strengthening encourages social control through a variety of ownership strategies. Maintenance and support for the activity provide peace of mind to the community and the ability to prevent crime on their own.
