A desalinated plant separates the saline or salt water in two streams. One is fresh water stream for drinking and farming and the other contains dissolved salts.  

The setting up of a desalinated plant is very demanding and costly and the running cost is also huge. It takes a lot of energy and resources to set up and run a desalinated plant.  

Thus in the context, the village would not be  able to afford a desalination plant.
