To form a government, the country need to elect a leader that could act to represent the will of the people in the country. This is needed to form foreign relationship with other country and to determine the general economic strategies and social welfare that shall be implemented.

G. Safety is a priority

This can be achieved by investing in law enforcement and military.

H. Law and order should be maintained

to maintain law and order, the country need to establish a legal court. This legal court exist to handle all disputes that occurs between citizens in the country.

I. The government should have a goal

The goal could be both economic or social goal, as long as it improves the general wellness of the people that live in that country.

Both were in separate time periods, this resulted in different inventions essential to that historical era. The Industrial Revolution brought in machines, a better work industry, and much more advanced resources for society. The Neolithic Revolution yielded farming tools and such during a time where inventions were sparse. Overall, their differences and similarities led to one another.
