I do feel that Khrushchev has the upper hand.

Explanation:

Although the United States is the one demanding that he leave Cuba, they are being hypocritical.  Khrushchev is stating that, Why should he have to leave Cuba since the United States has weapons in neighboring Turkey. How can the United States feel threatened by weapons when they have already place weapons in Turkey.
