Means

When student calculator is 12 millimeters, demonstration calculator= 4.8 cms

When student calculator is 1 millimeter , demonstration calculator = \frac{4.8}{12}

When student calculator is 1 mm , demonstration calculator= 0.4 cms

So, when student calculator are 249 mm, demostration clculator = 249 *0.4

Means 99.6 cms
