I think that the statement that is not true is B. Nonverbal communication is not governed by rules.

  Nonverbal communication is the nonlinguistic transmission of information through visual, auditory, tactic and kinesthetic (physical), multiple channels.

  It involves the conscious and unconscious process of encoding and decoding according to the culture in which the communications are given. The encoding process is on behalf of the person who sent the message and the receiver must decode it but the decoding is subjective to whom is receiving because of that the communication could be ambiguous.

  Culture plays an important role in nonverbal communication, it is one aspect that helps to learn how to encode and decode the messages.
