The error is in Step 3 as you are dividing a negative number by a positive number so the answer should be negative. In this case, the answer is somehow positive so, Step 3 is wrong. Hope I could help!

138 times .40-move the decimal over 2 times

that is 55.2 so 40 percent of 138 is 55.2 so add that on to 138 to get 192 students at the school. There you go  :)
