By turning the percentage into a decimal and dividing it by the amount you choose. so 28.80 divided by 0.4 is 72 %.

If you need the tax for this, you would move the decimal point to the left two spaces making the 40% a decimal (.40) then you would multiply that by 28.80 to get 11.52
