This means that g(x)=2^{x+2}+5 is shifted to the left 2 units and up five units.

Remember it had already been shifted up 3 so, moving up to 5 is a movement of 2 units. Option 3 is correct.

Also, remember the function started 1 unit to the right and then shifted left to 2. This would be 1--2=3 units in total were shift from f(x) to g(x). This makes Option 4 correct too.
