The woolly mammoths didn't managed to evolve to their changing environment because their food source was quickly disappearing, the climate changed rapidly, and they reproduced very slowly.

Explanation:

The woolly mammoths were huge animals that fall into the category of megafauna. They thrived during the last ice age, but they went extinct in most of their habitat soon after the end of the ice age. It is a general rule, when it comes to extinction, that the larger animals which are highly specialized are the most vulnerable to it.

In the case of the mammoths, they were huge animals perfectly adapted to the ice age climate, and were specialized when it came to their food sources. With the climate changing rapidly, the vegetation too started to change very quickly. A big problem also was the slow reproduction among the woolly mammoths, as it took too much time for the next generation to come along, and the changes in their environment were way to fast so that they can adapt in time.

With every next generation coming too late, the mammoths were too slow to follow the changes. Their food was disappearing, their numbers constantly going down, the gene pool became smaller and smaller, and they died out in most of their habitat. Only small populations managed to survive until 3,000 BC, and that was on an island north of Russia, but once the resources were gone on the island those mammoths too went extinct.
