Explanation:

When someone uses wrong invalid reasoning to explain their argument, this is called as a fallacy.

When someone uses invalid reasoning to explain his argument just because other people think that this reasoning is true, then this is called as the Bandwagon Fallacy. People usually know that what they are saying might be fallacious but because this is persuasive. they go on with that.

Bandwagon and Ad Populum are concepts which have slightly different concepts. Bandwagon fallacy is the appeal to popularity, whereas Ad Populum is appeal to people(mainly concerned with the argument by someone).

If a person starts to drink protein shakes to loose weight and gain muscle strength because most of his friends have started drinking it, then this is Bandwagon fallacy.

So in the given question, when speaker uses the statement, Nuclear power plants cause cancer, without any research in the validity of this statement, just because many people believe it is true, then he is committing Bandwagon Fallacy.
