(1) Massachusetts taxed land to pay its Revolutionary War debts. (2) Farmers led by Daniel Shays protested the Massachusetts land taxes. (3) Privately raised forces put down Shays's  Rebellion. (4) Shays's supporters were elected to the Massachusetts legislature. The Massachusetts legislature repealed the taxes and stopped paying  its debts. (5) Nationalists in the rest of the country called for a stronger national government.

For this reason, members of the House need to be aware of the issues that happen locally in order to represent them properly. This is why members of the house have smaller districts compared to the Senate.
