For 4 nights stay we can stay in any campgrounds, but for more than 4 nights we should prefer Forest park Campgrounds.

Therefore, for 4 nights stay we can stay in any campgrounds because charges for both are same for 4 nights.

He's right because if you chose woodland to stay for 4 nights it would cost you 220$ and if you chose campgrounds it would cost you 140$.
