The equation of a circle:

(x-h)^2+(y-k)^2=r^2

(h, k) - center

r - radius

Look at the picture:

center: (4, -2) → h = 4, k = -2

radius: r= 5

Substitute:

(x-4)^2+(y-(-2))^2=5^2\\\\(x-4)^2+(y+2)^2=25\to\boxed{B.}
