States had already been formed, and they were to have the maximum authority in the Union. However, the debate remained as to how to ensure that this new country was ruled "by the people" and not by a single person.
One of the questions that needed to be answered was, how to ensure popular rule, and who were the people. Also, another question that needed to be answered was, how would these new lands be controlled and maintained? How could government models like absolute monarchy not be repeated in this land?
To solve this, each state decided to answer these questions on their own, not in a concensus, and thus, to do this, each one established its own state constitution that would only be superseded by the U.S Constitution.
