Suleiman made a series of legislative changes related to society, education, taxes, and criminal law. Religious was affected by the reforms because he made changes to try to harmonize the relationship between the Karun and Sharia, which are two separate Ottoman Laws. The Sharia was responsible for the religious laws. He tried to make these laws more adapted to the changing times of the Ottoman Empire.
