I believe the answer is: B. presenting positions that the major parties then adopt

In united states, there are two major political parties which often times become a direct opposition on how they view things.

The third parties usually present a position that lies in the middle position between the two major parties. If the position of the third party obtained a lot of support from voters, one of the major party would most likely adopt it in order to absorb the votes.
