The USA didn't want to export oil to Cuba, so instead of using the US's oil they started using crude oill from the Soviet Union, American companies in Cuba than started to refuse to refine the Soviet's oil. Then Cuba nationalized American-owned oil refineries in Cuba as a response to what was going on.
