Explanation:

Thomas Jefferson, the third president of the United States from 1801 to 1809, was the main author of the Declaration of Independence. He encouraged the colonies to <em>break from the British authority</em> and advocated democracy, republicanism and individual rights. He was certainly against abuse of power and that is why the Louisiana Purchase (former French territory) was against his values. The Constitution clearly prohibited the purchase of foreign territories. However, Jefferson believed the acquisition of this territory was necessary for their nation. He had to reach an agreement with the Federalists and <em>expand their powers in return</em>, otherwise his act would have been unconstitutional.
