This means that even though that person belongs to an environment that is generally considered negative, we still focus on the positive traits of that person. This is also the case where there is even a tendency to evaluate positively each of the persons who constitute a particular negative environment, not only one. This kind of bias is also called Pollyannaism or The Pollyanna principle, which is basically a tendency to remember more accurately and more vividly the positive, pleasant and affirmative traits and things than the negative ones.
