Senator Bedfellow is concerned that a bill Congress is considering might be unconstitutional. He can ask the Supreme Court for its opinion to save Congress the time of passing an unconstitutional law is a TRUE statement.

<u>Explanation:</u>

Unconstitutional laws can only be challenged by courts through the judicial review which is one of the powers of the judiciary. An unconstitutional describes the law which violates rights as set by the constitution.  

If Congress pass such law, appeals have to be made to the Supreme Court or the appropriate court which may declare the whole law or part of it void. Challenging the unconstitutional law is a lengthy process that sometimes takes a long time for the judiciary system to make a final decision.
