Leif Erikson was the Norse leader who may have reached North America. Option B is correct.

Leif Erikson was a Norse explorer from Iceland. He was the first known European to have set foot on the North America continent (excluding Greenland), prior to Christopher Columbus arrival.

Leif was the son of Erik the Red, the founder of the first Norse settlement in Greenland and of Thjodhild (Þjóðhildur), both of Norwegian origin

Congress seems to be in the right since the War Powers Act requires the president to let Congress know within two days of sending US troops overseas. The president didn’t talk with them, and then he didn’t let them know very soon after.
