Frederick William was a staunch pillar of the Calvinist faith, associated with the rising commercial class. He saw the importance of trade and promoted it vigorously. Hamilton implied that the central government under the confederation had comparatively less power than the state governments and this was directly affecting the collection of revenue.  Hamilton wanted the central government to have enough power to pass laws by which the state governments should be regulated. It was also not possible for the national government to raise an army. The Congress could not control or regulate the trades. For passing any law the Congress needed the vote of at least the vote of 9 states among the thirteen present.
