I beleive that the u.s is more if a constitutional democracy or a republic but I think it is in your own opinion.

Even if Northerners opposed slavery, they could still be neutral in terms of what they do to help slaves or not. The Fugitive Slave Act forced them to go against their own beliefs with this potential jail time or fine, which really angered them.
