ok so joe can buy 7 and 1/2 bags.... if he wanted to..... I hope that this helps you,. by the way I solved this by skip counting by 2! 2, 4 ,6 ,8, 10,12,14, 16 but then it said 15 so yeah. one big A+ coming up for you awesome!
