An emperor will act as the power for a whole nation and or country. Similar to emperors in japan who would created dynasties. In these dynasties it would consist of people born into royal families and no one outside of them could run for office or become ruler. They would have complete control or say over everything as a whole and could go against what close lords and nobles would had to say about laws and regulations, for in the end they had the final word. Now as for a democracy, they let anyone permitted to able to rule or run for office. Yet, in history as democracies started to bloom, many people such as slaves and woman, were not allowed the freedom to vote or run for a leader position. A democracy can differ from the power of an emperor because there is no royal blood line being followed and all people who are deemed eligible can run for a spot of power.
