Based on the question, the Federal government was not mentioned in the articles of the confederation instead, the term National government was used and its responsibility is to declare war, coin money and appoint military officers.

The Articles of the Confederation is the first constitution of the United States, it formed the union and came into existence during the revolutionary war. The Continental congress drafted the articles of the constitution in 1777 and On March 1, 1987, the Articles of the Confederation were signed by the 13 states and it became effective.  The declaration of independence was also passed by the Continental congress.  

In the Articles of Confederation, Cooperation was established among 13 states. The states exercised their own powers and were fearful of a powerful central government hence the reason why it wasn’t introduced. Federal government like it is now, which consists of the executive, legislative and the judiciary was not in the Articles of the Confederation.

However under the Articles of the Confederation, the National government was made up of a unicameral legislature (one house) which is also referred to as Confederation congress. National executive or judiciary was not in existence. The National government has the power to declare war, coin money, introduce foreign policy, run the post office, borrow money and appoint military officers.  

The Article of the Confederation didn’t allow the National government, which is the congress in this case to tax, regulates state affairs or foreign trade.

Answer: America essentially saw urbanization as a necessity and nature as an obstacle.

Explanation:  The United States started to urbanize around 1910 and in order to urbanize functionally you would have to have plenty of land for plenty of buildings and nature really had a lot of territory back then and there wasn't very much space for the country's city's to grow so the government decided the best to make more room was to clear away forest and such. Urbanization not only made  America what is today but also had and still has a major effect on the weather; urban areas tend to generate more rain.
