Article one of section ten of the constitution limit the powers of the states so they cannot declare war, print currency or impose import and export duties. it also declare that power which are not granted to the federal government are reserved for the state governments. The reserved powers include ownership of property, education, maintenance of justice system and setting up the local governments such as counties and municipalities.
