Western concept is a normative theory that merges some features of Libertarianism and social responsibility theory. Libertarianism is a totally free media without regulations. Social responsibility theory on the other hand, was born out of the need to provide some form of control for the media during, and after the Second World War. A commission was formed to decide on the freedoms that should be availed the press and members of the commission had two views, a totally free press and the view that some regulation was needed.

Social responsibility theory is therefore of the view that the media has a responsibility to the public to inform, be truthful and accurate but it should be self regulating as to prevent it from authoritarianism.
