After the French lost the French and Indian war against the British they lost most land they held in the americas. later on during the French Revolution the French were in dire need of money so they resolved this by selling their remaining U.S land (the Louisiana territory) this act was called the Louisiana purchase
The outcome for the arms race was both the United States and the Soviet Union focusing most their money on their military, the United States still getting along fine as they had the biggest GDP whereas the Soviet Union went completely bankrupt trying to stay on par with the US.
There was many effects, but the key one is that the fifteenth amendment had gave African American Men a Voice in the government, and it legitimatize the establishment of a segregated society in the Southern States.
