There are countless problems with South Sudan politically and economically, but one of the major ones is that there is no political unity and/or free elections.
No one should have that much power. not even the president. yes, they were voted by the majority into office but even they need checks and balances.

It was important because it was something like a first document on running a colony. Basically, if people wanted to sign it then they would and they would have to obey it. They would work hard and do their best to improve the colony and those not supporting the growth of the colony would be punished.
