In September of 1954, the United States, France, Great Britain, New Zealand, Australia, the Philippines, Thailand and Pakistan formed the Southeast Asia Treaty Organization, or SEATO. The purpose of the organization was to prevent communism from gaining ground in the region.
They wanted a tougher fugitive slave law because of the Underground Railroad too many of their slaves were escaping. They also wanted the northerners help return slave fugitives

By junzi, or <em>superior individuals, </em>Confucius meant superior individuals with a broad view of public affairs. He thought these were well-educated and conscientious individuals who should fill state offices.
