In addition, the law that established the citizenship of African Americans would now apply to companies, instead of African Americans. A Congress instituted and controlled by southerners came to approve the total segregation of whites and African Americans, from public places to the conduct of commerce, thus effectively rejecting the Civil Rights Act of 1875.
