The moral development services as the basis for ethical behavior and starts with the <u>preconventional </u>level - it is mostly characteristics to children and animals.  

This level has two stages. While on the first stage, an individual's actions are mostly driven by obedience and punishment, on the <u>second stage</u>, the individual focuses on his or her own needs and wants (driven by self-interest).
