The above should be personal vices, and the person who made their decision should be the one that has to deal with the choices they made.  As long as they are following other laws that are in place, there is nothing wrong with alcohol use or gambling.  As for drug use, the main drug that comes to mind is marijuana, in this case, if the drug helps in assisting MEDICAL NEEDS, or is provided to someone of age who understands the possible consequences, it should be legal.
